This is showing as a New issue on the main page but when you open it then it says it is closed.

That's super wired. Issue can not have two statuses as it has only one place in the DB where the status is stored 
I will try to import on my local installation to see the status.

Last time it happened, two records for the issue ended up in the database. No idea why. Cleaning it now (finally).

Confirmed.
@mbabker might find something in the db.
No idea what could cause this misbehavior. I would suspect some failed import in the past, since I cannot reproduce it locally.
