Steps to reproduce the issue
- Access e.g. as JBS Member this issue: http://issues.joomla.org/tracker/joomla-cms/4382
- try to add the 3.4.0 milestone.
- save (see the successful message)
- see that the mileston don't get added to the itm (github and issues.joomla.org)
- access the issue again
- see that the milestone option is rested.
Expected result
After save the milestone will added to the itm
Actual result
The milestone option will reset after saving

Should be fixed, there was definitely something missing, not sure what happened :(, please re-test (when deployed), and thanks for reporting.
I also added a check to the issue add view to ensure that only users with "edit" rights (e.g. JBS) can add a milestone. I don't think that this should be allowed to the general public. (?)
