Steps to reproduce the issue
Resize browser to 600px width

Notice the position of the language selector it is no longer next to the username

Notice that the menu is NOT fixed to the top and content scrolls above/behind it AND that the menu is no longer padded but flush left.
Additional comments
The issues shown in screenshot 2 are template issues and can also be observed at http://developer.joomla.org but I dont have anywhere else to report them

@brianteeman I think I found a solution for menu 099cd4c. If it will work here then can be deployed to all joomla.org sites. I've tested on latest Chrome and IE 11.
@mbabker please note it ;)
Did a quick @test and that css change appears to be a perfect fix thanks. @b2z
@mbabker please apply this to all other sites using this template eg developer.joomla.org

Additional tests at a width of 768px show that the issue of the menu not being fixed are not present but the other two issues remain.
