[#495] - Add a relation type "pr_for"

This will add add a relation type pr_for.
Use case:
- A user opens an issue.
- Another user submits a PR to fix this issue
Now you would mark the PR as pr_for the issue.
Real example:
- Issue: joomla/joomla-cms#3370
- PR: joomla/joomla-cms#3700

Would it be possible that when you use this field that we autoclose the original issue with a pointer to the one with the PR. That would ensure that we only have discussions taking place in one issue

Added the relation to the database. We can work on the autoclose feature as a separate PR.
