This PR Updates the composer dependencies of Joomla. It does a PHPMailer update to the latest version (see relevent changelog entries here https://github.com/PHPMailer/PHPMailer/releases). A Joomla framework filter package update. A Symfony Yaml update (unused by core) and the random bytes backfill library (used for generating your sites secret key).
