Pull Request resolves #47551 .
Remove the additional scss for the atum template for the class text-muted which creates a contrast that fails WCAG
It conflicts with the bootstrap class text-muted which sets !important on the colour
I could just remove the opacity from the atum class but that would be pointless as tht would just leave color which is overriden so it makes sense to completely remove the atum class - now we have css that passes the contrast rules
we could also replace our usage of the class test-muted to something else but that wouldnt help 3rd parties
The easiest place to see the text-muted class in use is the description of a menu type
as this PR changes the scss you will need to either use a pre-built package or npm i

I have successfully tested this. Thanks @brianteeman.
1 question (not meant to annoy anyone, promise): by making this change, the descriptive text when looking at it in Light Mode becomes very close visually from its above title, which makes it feel like a loss of information hierarchy, no? in Dark Mode, that distinction is more visible and doesn't give that feeling of loss.
Do we care or is this not important enough or is the solution too complex, far reaching (core, and 3rd parties) to be worth looking into a more complex solution?
example: Menu Item Type, title: Archived Article description: Display all archived articles.
feel free to write a complex solution
feel free to write a complex solution - the visual heirarchy is the size
