Disabled looking link is not properly disabled and has low contrast
User impact
People with low vision or colour-vision deficiencies may not be able to perceive text, controls, focus states, or status indicators reliably.
Remediation plan
Update the shared design tokens, theme styles, and component states so the affected text, icons, indicators, and controls are perceivable in all supported states.
Steps to reproduce
- Open Joomla Update.
- Locate the disabled-looking link.
- Try to focus and activate it.
- Inspect its actual HTML role and state.
- Measure its contrast and observe incorrect disabled behaviour.

Expected result
Button cannot be reached and activated. It is truly conveyed as "disabled".
Actual result
While there is an exception for disabled buttons having sufficient (4.5:1) contrast, the “Start update” button is a link that only looks disabled. It still can be focused and clicked, but there is nothing happening.
