Steps to reproduce
- Open a Cassiopeia page containing tagged content.
- Locate the tag links.
- Inspect surrounding headings, markup, and accessible context.
- Review the links in a screen-reader links list.
- Observe that the link names stand alone without context.

Actual result
For visual users the design and positioning of the tags on the page makes it clear that the links are tags. A user using assistive technology like a screen reader has no hints that the links are tags.
