User impact
The issue creates an accessibility challenge in the workflow.
Remediation plan
Add the missing text alternative, accessible description, or contextual relationship in markup so the information is exposed clearly to assistive technologies.
Steps to reproduce
- Open the "Install from Web" extension list within the "Extensions: Install" screen.
- Locate the link that opens in a new tab or window.
- Inspect its accessible name and target behaviour.
- Check whether the adjacent icon has a useful text alternative.
- Observe that the new-window behaviour is not conveyed.

Use aria-description="Opens in a new window or tab" to indicate that the link opens in a new window or tab.
Actual result
In several places, “opens in a new tab/window” icons are shown in the interface, however this information is not conveyed programmatically as the icon is hidden from screen readers and other assistive technologies.
