Pull Request resolves #47679 .

Summary of Changes
Trying to fix the NPM Issue on win11 with help of co-pilot.
This is a draft PR as I don't understand the changes but it works for me.

Actual result BEFORE applying this Pull Request
npm ci dies with error messges as described in #47679
Expected result AFTER applying this Pull Request
npm ci normal end: added 801 packages, and audited 802 packages in 1m
The appliation is built andd works without errors
