[#46670] - no folder as declared in xml

in : https://github.com/joomla/joomla-cms/blob/5.4-dev/administrator/components/com_users/users.xml

there is a folder declaration :

forms layouts src tmpl

but layouts folder does not exist in joomla installation.

is the declaration false ? or should folder exist ?

Seems the declaration is false and a left-over from former versions.
