The aim of this PR is to add a new filter option when filtering for tags that allows you to filter all categories that have no tags at all.
This is only for com_categories (articles and featured articles already done with #45274)
To test create four categories
Category 1 no tags
Category 2 taga
Category 3 3 tagb
Category 4 taga and tagb
Using the filter check that the filter works correctly when selecting any of the tags AND/OR items with no tags (None)
You should be able to filter the categories on any single tag or combination of tags AND filter the contacts with no tags and any single tag or combination of tags

The test instructions state: "To test create four newsfeeds".
Since the test goes for categories, I assume that four categories should be created.

I have tested this item ✅ successfully on adc168d
I have tested I believe this successfully.
Works as expected: None, TagA, TagB, TagA+TagB, None+TagA, None+TagB, None+TagA+TagB :)
Since I found Categories in Articles, Banners, Contacts, and Newsfeeds, I tested all of them and they all worked.
(I assume that com_categories is common to all these 4 but just in case, I am stating it here).
