Steps to reproduce the issue

Install a clean joomla 4.4 set the update channel to next and then from the cli perform an update to j5
php .\cli\joomla.php core:update

Expected result

Update completes without error in the update log file

Actual result

update completes with the following jerror in the log file

2023-10-18T20:24:27+00:00	WARNING -	jerror	JInstaller: :Install: Can't find XML setup file.

PHP 8.1.3 (cli)
