[#41624] - [4.3] Add module to dashboard issue

Steps to reproduce the issue

#37268 changed the permission for adding modules to a dashboard.

Now the button is visible for users in user group "manager". This is wrong, as the user group has not admin rights on modules and results in 403 forbidden.

This issue came up right now in the german forum. Usergroup "manager" is not allowed to add modles to the dashboard.
