Steps to reproduce the issue

I tried to duplicate the tour, everything is fine, but the tour itself contains 0 steps. It seemed to me strange and NOT conceived in terms of functionality.

Why? Because you can create 1 tour pretty quickly without the DUPLICATE button. But creating a tour with plus/minus identical steps for a similar component (suppose that we create a tour almost similar to the ARTICLE component) is not fast anymore and can speed up the process.

If I'm still wrong and the duplication of the tours is just a copy of the string without the steps, just close it.
