@wilsonge I give up - sorry - this is what I have done so far
Renamed remove* to complete*
Added the default language div
Checked that after installing a language the default language div is populated etc
Changed the path so that after skipping on the language install you go to a completed page without the install languages button
What doesn't work yet is

On installing a language the view reloads but ignores the js that should make the default language div display. I suspect that either the language has to be installed with ajax or the default language div has to be a seperate view that is routed to on install

Setting a language as default doesnt do anything as there is no code to do that afaict other than perhaps some js

Was setting the site up as multlingual being put back in the installer or not - I couldnt remember
