Summary of Changes
In Joomla there is no possibility to select the number of elements on the com_tags page.
Sometimes you need to display a different number of elements on different pages. This PR adds this setting for next views of com_tags:
- tags
- tag
- tag - list layout
Testing Instructions
For the test, you must create 3 menu items of the following types:
- Tags » List of all tags
- Tags » Tagged Items
- Tags » Compact list of tagged items
Expected result
If you select the "show" option in the "Display Select" parametr, then the default value in the dropdown listbox will be set equal to the selected option in the "# Items to List"
If you select the "hide" option in the "Display Select" parametr, then the number of elements on the page will be equal to the selected option in the "# Items to List"

I'm sorry to inform you that Joomla 3 has a feature block. That means your PR will not go into Joomla 3 ( = branch "staging") and you should close it. It's a new feature, not a bug fix.
You can try to provide your pr for branch "4.0.0-dev".
