[#12741] - Menu Item Type: Menu Item Alias - malforms link

Steps to reproduce the issue
Create OR edit a menu item. In the Menu Item Type choose "Menu Item Alias" - then choose the menu item.
Expected result
The link field should show a proper link such as: index.php?option=com_k2&view=itemlist&layout=category&task=category&id=27&Itemid=1531
Actual result
the link field shows index.php?Itemid=
site link is malformed and looks like: index.php?Itemid=1517

Joomla 3.6.4
LAMP - php 7.0.12

Additional comments
I have tested this on 2 different sites with the same results. Both sites were upgrades one from 3.4.x the other from 3.5.x
No SEF rewrite or SEF tool is running on one site. sh404SEF is running on the other.

I can confirm that the link field just displays index.php?Itemid=
However on my test site all the alias work exactly as intended

It should be noted that this issue started happening after we updated one of our in-dev sites to Joomla 3.6.4. I believe that site was at 3.6.2 prior to the upgrade.
