Since we use the new tracker, I think the references to joomlacode.org are no
longer necessary.
This PR remove al the code that reference to joomlacode.org

@zero-24 We have the pull ID already, if anything we could update that reference to link to GitHub (remember this is actually coded in a way it could be used outside the CMS) and if it was really desired, code some logic to point to the issue tracker if using the CMS project.
