Steps to reproduce the issue
In Joomla 4, the language files will not have a language code prefix in their file name anymore, because they can already distinguished by the folder name (which is the language code).
Language files have to be renamed accordingly, and file names changed in XML manifest if necessary.
I could do that when I find time, but if someone else is faster let us know here.
