[#880] - Disable State Selector if Tests Filter is Enabled

If you're filtering for items needing tests, you can't reliably use the state filter (open/closed) as well. This should be disabled so that when filtering for items needing tests the state filter is locked to open issues only (and this is reflected correctly in the UI).
