Once that repo stabilizes, I'd be interested in moving to use the new Framework code in place of the current Platform. Since this is the part of the code that should be 100% decoupled from the CMS, this should be the best to build an application from. From there, we retain dependencies we require (i.e. JHtml) and go forth to do great things. Thoughts?

I couldn't agree more with this. Fantastic opportunity to give a real life example of the framework.
