Steps to reproduce the issue
access: issues.joomla.org
filter to category: code style
use the permalink button
you get http://issues.joomla.org/tracker/joomla-cms/?user=undefined&category=22&stools-active=1
Expected result
The issues list filtered by category codestyle

Actually Permalink Button is just a tool to find this problem 
What it shows is that category filter does not work from GET requests. I am sure that it was working well, but...

Well the filter does work from GET requests - you should use category name to make it work. For example - administration. Changed the code for permalink button.
