[#280] - Add the issue title in the page for SEO

Seems that google likes issues.joomla.org ^_^

The other day I searched for "yubikey and joomla" in google and found this:

Notice that the result doesn't include the "issue Subject". This is (in between other possible SEO enhancements) because the "page title" only contains the "issue number":

So I was wondering what do you think about adding the Issue Subject in the Page title?
