This task is to establish the guidelines for new features can be evaluated in Github as a replacement for the existing New Feature Tracker (http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemBrowse&tracker_id=8549).

Please create a gist, Google Doc or similar for your suggestions. We'll then discuss the best ideas.

Note that you may want to incorporate the https://github.com/joomla-projects/joomla-cms repository in these guidelines.
