[#131] - User form password reset issue

In Joomla 3.1.4 and earlier versions (tested in 3.1.1 and 3.1.4), the user form for resetting a password (com_users > reset) displays an empty control-group div below the email address label and input field. Is this an output error or should there be some HTML rendered in the empty control-group div?
