The Joomla CMS isn't fully compatible with PHP 5.5 yet. Odds are you're
having issues related to that.

Additionally, this tracker is for the new issue tracker application.

I faced a critical problem while trying to install a fresh copy of the
latest version of Joomla 3.1

I'm using the latest version of PHP for windows (PHP 5.5.0 non-thread safe
32bit)
using the latest version of MYSQL (5.6.12)

I waited like 30 minutes and its still on "loading" screen
I checked if something or anything added to the database, but nothing

I'm using the latest version of Google Chrome browser
I also tested with other browser (to be sure), IE10 with latest windows
updates

and nothing changed, it keeps "loading-freezing" after the first
configuration section

note: I'm using a clean copy of PHP and MySQL with the latest releases

I can upload a screenshot to the issue if needed, for the infinite-loading
screen

JIssues runs fine on PHP 5.5 ;)

version 3.1.5 is not working in php 5.5
