[#122] - SMTP Email without Autehntication and Security don't work.

For me, Joomla 3.1 have some bug to send SMTP, probably when Authentication is configured to no and Security to none, cause this is my cenario. My test steps was:
1-wget Joomla 2.5
2-installation
3-configure mail settings
4-create some users
5-emails received
1-wget Joomla 3.1
2-installation
3-configure mail settings
4-create some users
5-emails NOT received
