Description
This PR corrects, for consistency, the behaviour search tools to com_tags.
In com_tags the search tools filter are opened always, even if no filter is selected.
This PR corrects that.
As an extra also added a max level filter (like exist in the com_content articles view).

How to test
- Install latest staging and apply this patch
- Go to Components -> Tags
- Check if the filters are working fine.
