This is a change of the new background color as implemented in #6703
As discussed in #8305 the color is too bright.
This fixes it to a blue that is already being used in the isis template.
Original change to #224c8f (shows Joomla 3.4- color and new J3.5 color)
This PR changes it to #17568c

I have done changes as pet this PR file changes in my local Joomla3.4.4 and tested this PR successfully.
Joomla administrator login page background changed to #17568C and replaced #10223E color.
#10223E is current color of Joomla administration side.
I have installed patch tester extension and applied this patch in Joomla 3.4.4.
My administration background color has been changed to #17568C. Successfully tested this patch.

Able to reproduce then #8345 works as described and being less violent.
Step2 the btn gradient and border-radius??? ;)

The buttons are default Bootstrap 2 styling.
Not gonna touch that.
That's something for the new admin template working group.

This PR changes the background color of the admin screen
from #224c8f (darkslateblue, hsl(216,61,34), rgb(34,76,143))
to #17568c (teal, hsl(207,71,31), rgb(23,86,140))
