Can we remove all index.html files from Joomla because they are unnecessary?
If so, this PR will do so. It removes 20 "empty" index.html files that were used in the past to hide directory contents on wrongly configured servers that allowed "browse directory".

joomla-cms-bot seems to interpret the uppercase DOCTYPE as language label, and mistakenly added a "Language Change" label :-)

We need to keep the files where they are the only file in the directory (at least the cache and logs directory).

As @wilsonge notes. The only file we Can remove is https://github.com/joomla/joomla-cms/blob/ec8a72f4cd0519786b9001dd3dd593131e7d32d2/administrator/components/com_media/models/forms/index.html

As we Need to keep The index.html also for The root folders ;)
