[#5966] - Language Constant missing -> FILES_JOOMLA_XML_DESCRIPTION

Steps to reproduce the issue
- Previously I had joomla beta 1 version.
- Upload the new joomla version (beta2) by using extension manager.
(I dont know i.e this is correct method or not for upgrade the beta1 to beta2 version )
Expected result
Language Constant should be present
Actual result
System information (as much as possible)
Additional comments
The string exists in ROOT/language/en-GB/en-GB.files_joomla.sys.ini
FILES_JOOMLA_XML_DESCRIPTION="Joomla! 3 Content Management System."
The value will display when updating a 3.3.6 to stable 3.4.0

I had the same problem with beta rc2
I guess the error is due to a bad update to one of the beta/RC version.
I get the same when i update to 3.4.1
