Steps to reproduce the issue

SEF ; yes
Intro image : yes - from admin - article save as second language (not default language)
Full image : yes - from admin - article save as second language (not default language)
Create a menu for the item.
Create a new menu for featured articles which includes the above article.
Visit the featured menu or article
Note; the "System - SEF" plugin is disabled. or enabled than disabled again.

Expected result

images should show in featured and article pages.

Actual result

image add an extra directory in the path with the name of the secondary language. Thus not showuing.

Sorry, I've just noticed that you opened the issue for Joomla 3.3.6, so forget my comment about "staging"!

I can assure you that I have several Joomla 3.3.6 multilingual sites active at this time without this issue, so I'm inclined to think that it is an error on your side...

but on right click on the image , which is not displayed, and copying the image url adds language in url '/hindi/images/general/contacts-icon.png'

More specifically it adds "URL Language Code"

Ok enabling the System - SEF Plugin solves the problem.

Not sure I understand: have you enabled SEF in Global Configuration without enabling the SEF plugin?

Yup. Just understood it says: It "Adds SEF support to links in the document. It operates directly on the HTML and does not require a special tag."

I turned it off to not to show rel="canonical" metatag in head.
