Summary of Changes

Adds translated alternative text to the QR image displayed when setting up the Verification code multi-factor authentication method. The generated QR code now has alt="QR code for setting up your authenticator app".

This PR:

• Adds an alphabetically ordered, plugin-specific language string
• Registers the string for JavaScript through Text::script()
• Passes the translated string to the existing QR image generation function

The implementation applies wherever the TOTP plugin supplies its setup screen, including frontend and administrator setup.

Testing Instructions

Backend admin template:

1. Start a screen reader
2. Sign in to the administrator backend using your Super User account
3. Ensure the Multi-factor Authentication – Verification Code plugin is enabled
4. Go to Users > Manage and open the account you are currently signed in as
5. Open the Multi-factor Authentication tab
6. Add a new Verification code method
7. Note the QR code is generated on the following screen
8. Navigate to the QR code using screen reader shortcuts or use the arrow keys to move item by item until you reach the QR code (the NVDA shortcut to go to graphics on a page is 'G', for example).
9. Listen for the announcement. It should be: "QR code for setting up your authenticator app"
10. If you're comfortable doing so and want to doubly confirm, inspect the DOM in the browser's DevTools and confirm the presence of the < alt > attribute
11. Continue through the registration process to ensure that the QR code method works as intended without any regression. (My testing includes this confirmation.)

Frontend Cassiopeia template:

1. Start a screen reader
2. Sign in to the frontend using a disposable test account
3. Open the account’s MFA management screen through its profile, or use: index.php?option=com_users&view=methods appended to the end of your local site
4. Add a new Verification code method
5. Repeat the screen reader and image inspection checks above
