Summary of Changes

I discovered while writing #48678 that the default values for the tinymce presets that you can get by clicking on the button in the tinymce plugin confiugration are out of sync with the installation sql.

Synchronise the default TinyMCE toolbar presets in install.sql with the presets defined in ToolbarPresets.php.

This PR puts them back in sync on a NEW install - it does not change the configuration on an update as the values in the db are supposed to be your personal settings.

1. Update the stored menu and toolbar configurations to match the PHP presets.
2. Include the Help menu in the medium and advanced configurations.
3. Add missing toolbar buttons, including accordion, where defined by the PHP presets.
4. Preserve the existing configuration sets and access permissions.

Testing Instructions

On a clean install go to the tinyMCE plugin configuration and look at the tinymce plugin menubar and toolbar
Click on "use Advanced preset" and nothing should change

Chose Set 1 and repeat for "use medium preset"
