Load the TinyMCE Help plugin when the Help menu item is enabled in the editor configuration.
The Help menu item has always been configured to be displayed by default in both the Medium and Advanced presets
However just adding Help to the menu did not load the help plugin. Currently you have to add the Help button before the help menu item would appear and be functional.
This PR restores the intended behaviour of having the Help menu item (without requiring the help button) by always loading the help plugin if the menu item is present
There is a tinyMCe configuration option that would allow us to hide the text at the bottom of the editor but I wouldnt recommend that we do that.
Using either the default advanced or medium preset for tinymce you can see in the tinymce plugin configuration that Help should be in the menu of the toolbar and there is NO help button in the toolbar
then with either of these presets selected open an article and check the display of tinymce
If the help plugin is loaded then you should see
To open the help you can then either use the keyboard shortcut as displayed OR use the menu item
No help menu item or shortcut information is displayed AND using the keyboard shortcut does nothing
Help menu item is displayed and Keyboard shortcut is displayed and both of these display the tinymce help

I was able to test this successfully. Thanks @brianteeman.
1 note which may not be related/an issue/out of scope: in Safari and Firefox on Mac, to be able to interact with the Alt+0 / Option+0 Help, I had to specifically click into the TinyMCE Editor window before the Alt+0 / Option+0 menu would open.
