Pull Request resolves #48422.

Summary of Changes
I have changed the setup titles to be clear and relate the current step of installation.
Testing Instructions
- Open the joomla installation pages.
- Inspect the browser title and document title for each step.
- Compare each title with the visible heading and current task.
- It should be now clear and unique .
Actual result BEFORE applying this Pull Request
Installation visible titles is the is always "installation" regardless the step.
Expected result AFTER applying this Pull Request
Each page has a unique and accurate page title with name of the current step of installation.
