Summary of Changes

Decode HTML entities in the document title generated by ToolbarHelper::title().

The title is also used by the toolbar layout as HTML, so entities such as → are correctly rendered in the page heading. However, when the same title is passed to the document title, strip_tags() leaves the HTML entity encoded. This results in entities being displayed literally in the browser title.

The only place I could see this problem in core joomla is in the multlingual associations component so you need to setup a multlingual joomla site first

In the Multlingual associations component go to a pge displaying articles

Hover on the tab (or view source) to display the <title>
