Install J3.3.6 with blog sample data in a postgresql db
Go to the frontend and so should see this error message:

I retested this one with the current staging branche and didn´t experience this problem any more. I only noticed this character - Â - in some of the articles eg. "About your home page" or "Your Modules" or "Your Template". But that´s another story.
