Summary of Changes

Add translate format so that the last check time is actually shown. showtime=true is ignored without this changen; Backporting: #47591

Testing Instructions

Go to the Joomla Update Settings, setup auto updates and check the information "update_last_check".

I have tested this item ✅ successfully on 99dac23

Manually added the update_last_check value in phpMyAdmin with both date and time for com_joomlaupdate.
Before applying the patch,it showed only the date and after applying the patch, it correctly showed both date and time'

Works as expected.
