Summary of Changes
Add translate format so that the last check time is actually shown. showtime=true is ignored without this changen; Backporting: #47591
Testing Instructions
Go to the Joomla Update Settings, setup auto updates and check the information "update_last_check".

It should show the time but it does not
Expected result AFTER applying this Pull Request
It shows the last check time in the translated form

✅ Final test before merge using a live test site
- Seen Automated Updates 'Last Checked' without time before PR
- Inserted the one line manually
- Seen time is shown in website time zone e.g. UTC
- After disabling/enabling AU date, the time is updated and correct for website time zone e.g. Berlin

I have tested this item ✅ successfully on 99dac23
Manually added the update_last_check value in phpMyAdmin with both date and time for com_joomlaupdate.
Before applying the patch,it showed only the date and after applying the patch, it correctly showed both date and time'
Works as expected.
