Add translate format so that the last check time is actually shown
Testing Instructions
Go to the Joomla Update Settings, setup auto updates and check the information "update_last_check".
Actual result BEFORE applying this Pull Request
It should show the time but it does not
Expected result AFTER applying this Pull Request
It shows the last check time in the translated form

I tested this patch successfully. Before installing the patch, only the date was shown for "Last checked " in the Joomla! Update settings. After installing the patch, both the date and time were shown for "Last checked " in the Joomla! Update settings.
