Pull Request resolves #47431.

Summary of Changes
Swapped the rendering order of Links and Images fieldsets in the article edit layout so that Links appear before Images when "Administrator Images and Links" is enabled.
Testing Instructions
1.Open Global Configuration → Articles → Editing Layout
2.Set "Administrator Images and Links" to Show
3.Open any article in administrator edit view
4.Go to the Images and Links tab
Actual result BEFORE applying this Pull Request
Images appeared first and Links appeared second.
Expected result AFTER applying this Pull Request
Links appear first and Images appear second.
