This patch reinstates the display of the ordering field for banners, contacts, newsfeeds, weblinks in the edit views.
It also adds it for articles and featured articles.
The reasoning is that it is impossible to order these items by drag and drop when the number of items is important or is displayed on multiple pages, and as well on mobile devices.
The patch includes a change to list.php as the items in the dropdown are shown untranslated (?? item ??) when debug is on.
That part of the patch could be taken off if it is thought that it could create B/C with 3pd extensions.
Note: As we do not have an ordering type for categories, ordering field display is not implemented here for categories.

@roland-d
This reinstate the ordering field when editing an item in back-end.
Normally, choosing an item in the dropdown will place the edited item just below the chosen one.
To verify order obtained, the related manager has to be displayed by Ordering ascendant.
@Achal-Aggarwal
Travis not happy.
Editing plugins: we get 2 ordering fields.
Using it in article edit: unstable concerning order: sometimes above the article chosen in the dropdown, sometimes below.
In contact edit the placement is above the the contact chosen.
Please fix the codestyle issues in this PR that travis is complaining about.
Another month later... Ping? The codestyle issues are still unfixed.

At the beginning in the content menu, the drag-and-drop works only upward. The drag-and-drop downward does not work, of more the fact of trying a drag-and-drop downward, block any new movement upward.
This way of functioning is the same with or without patch.
