Steps to reproduce the issue

When specifying if/where the Article Info should be shown, Joomla doesn't always obey the setting.

Expected result

I would expect the following to be the case at every level of article, cat list, and cat blog and respective menu items to have the following control in this regard.

Position: This list should include "None" or "Hide", but it doesn't. In some places, showing/not is a separate option.
All Show/Hide: Anything that is "small" should be able to be positioned above, below, or hidden, including Tags. Tags should probably keep its already separate control (from Article Info).

Actual result

CREATED will not show if specified as such, however neither the PUBLISHED nor LAST UPDATED label will hide; it's always there. This could be different for blog layouts versus individual articles.

System information (as much as possible)

Joomla 5.4.2 site. That's really all that is relevant.
