Steps to reproduce the issue

Fresh installation with Joomla 6.0.2. Open Plugin User - Joomla API Token and try to select a user group in the "Allowed User Groups" field.

Expected result

The field should display a default value. Users should be able to select additional groups.

Actual result

This field does not display a default user group, and no user groups can be selected. The field is empty.

System information (as much as possible)

Joomla: 6.0.2
Local environment: ddev 1.25.0
PHP: 8.4.17
Mariadb: 10.11.15

Additional comments

All tests were conducted with a user from the "Super User" user group.
