Update php-debugbar to v3
A new major version of php-debugbar is out.
One of major changes is modernize Javascript and removed jQuery. With this all existing widgets need to be updated.

Because it is Dev Tool the update could be for Joomla 6.x version without waiting for 7.x.

Even without b/c promise for this part of the CMS, I wouldn't do this in a minor version 7.0 should be ok, I think it's also not possible to do this upgrade in a 2 major releases path

Let's hope their release cycle calms down a bit. Currently they are doing multiple patch versions each day.
Hopefully we can remove most of our truly awful hacks
