I'm not seeing fix for Urdu here? I assume a separate PR for that?

Urdu (ur-PK) fixes for 6.0-dev see PR #46280 .
For 5.4-dev it seems to be ok (see merged PR #46297 and https://github.com/joomla/joomla-cms/blob/5.4-dev/installation/language/ur-PK/langmetadata.xml in current 5.4-dev branch).
