I consider the second message to simply be a repetition of the first message. Before I submit a PR to remove the entire code block for displaying the second message am I missing something and it should remain

The meaning of the text in both is identical
If your Joomla does not suggest an update and you click on Upload and Update - you get the first message
If your Joomla does suggest an update and you click on Upload and Update - you get both messages
The link in the first message is a generic link to the downloads
The link in the second message is a direct download to the update
I dont see why you should ever see both messages at the same time
The first link leads the user to the Download site,
the second link starts the download.
