Summary of Changes
Added missing Options to the select list. See application.xml field list_limit.
Removed duplicate code.

The system cannot select options which are not in the options array and falls back to the first entry 5.
Expected result AFTER applying this Pull Request
Options 200, 500 and All are possible.

✅ Final test before merging with JBT
- Created menu item 'List All Tags', created 550 tags with create_tags.sh
- Tested before: There is no list entry 200 or 500
- Grafted PRs full package: List entries 200 and 500 are additionally available and functional

Side-comment: maybe it could be interesting to have 2 options: one for admin, and one for site?
