Summary of Changes

Update npm dependency choices.js from 9.1.0 to 11.1.0, this includes an update of the fuse (search library used by choices from 3.6.1 to 7.1.0

The workaround for mixing single and grouped elements has been removed since it's fixed by choices.js 11.0, can be tested with the Timezone selector.

This PR is based on #46100

Testing Instructions

!!! This is a NPM update, please use the prebuilt packages or run npm install.

Test the following fancy select layouts:

• Article overview Category and Tags Filter
• Create more than 30 Tags and try the ajax search (beware disable deprecation warnings, com_tags router has an issue here unrelated to the choices.js update), try to search for a tag.
• Go to the global settings and test the timezone selector
